Will converting to PNG improve my photo's quality?

No — compression artifacts already in the JPG are preserved exactly. PNG only guarantees nothing further is lost from here on.

Why is the PNG bigger than my JPG?

PNG compresses losslessly, which suits graphics, not photographs. A photo's natural noise defeats PNG compression, so files grow — that is normal.
